I don't think a crock pot is meant to be used that way. It should have something liquid in it.

I have not. The only time I've seen foil in a crockpot is on Pinterest - and they've wrapped numerous large potatoes in foil to cook on low for the day.
I have balled up foil and put it on the bottom and a turkey breast on top of it. It allowed it to cook but not sit in the drippings. That's the only experience I've had with putting foil in it -- not wrapping the food.
I wanted the veggies to cook in water, not the chicken stuff. I thought maybe I could wrap the breasts and lay them on top of the veggies. I might give it a whirl.
