If you're starting a new thread, you'll see the tools. If you're replying to a thread, click on Reply...don't use the quick reply thread at the bottom.
In the upper right, above the window where you type your words, you'll see boxes with different colors. Click one of these boxes.
I'm going to change the brackets [, to {, so you can see them - otherwise, the board won't display it. 
If I want my text blue, I click on the blue button:
{color:blue}And type my text in the middle {/color}
Now it's blue
The first code begins the color, the second one ends it.
You can also use those codes manually - remember that it's brackets [, not {. The colors you can use are:
red
green
blue
black
purple
orange
yellow
gray
brown
